Why can't I select "Off" for the camera's "FlashAir" setting?

The "FlashAir" setting is always "On" and cannot be turned "Off" while "Start automatically at boot" is selected for the FlashAir compatible memory card setting.
If you want to change the “FlashAir” setting, change the FlashAir compatible memory card's setting to “Start with the control image”.
